Any loss factor in capacitor or inductor does not affect measurement. It has a FUNCTION switch to select resistance(R), inductance (L) or capacitance(C). Measurement with this is as simple as with a multi-meter. All you need to do is to select the FUNCTION(R,L, or C) and set the RANGE switch to the appropriate range, connect the component to the terminals and read!
